I'm very sure that the 5.9 billion ppl out there who don't celebrate this are going "WTF?"
This is a specific romanian holiday that takes place annually on the 1st of march and is named "Martisor" (which is a diminutive of march, that's why i called it marchey)

It's a traditional holiday that symbolizes the coming of spring. On the 1st of march men give these little gifts to women (women aren't allowed to give them to men!)

It's an object that brings luck (a horseshoe, a 4-leafed clover or a tiny chimney sweep are the most common) tied with a red and white string

it comes from an old legend (unfortunately i dont' remember it exactly) but the red string symbolises blood and the red one snow.
it basically means a new beginning..

it's also a symbol of popularity: the more of these you get, the more loved you are (but that's a modern idea)

the woman is supposed to tie her favourite one to her wrist and wear it till her "baba" day (another holiday. a girl chooses a number from 1-9 that symbolises her birthday. if her birthday comes after 10 the numbers add up. ex: 23: 2+3=5. on that day of march , according to the weather, thats' how good her year is gonna be)
the girl must then tie the string on a tree branch to keep the luck..
